The 5th Baltic Sea Parliamentary Conference in Riga, Latvia, September 10-11 1996 agreed to further regional economic and environmental cooperation in environment protection and sustainable economic growth and development. As a mean for this the conference agreed to facilitate the free movement of persons, goods, services and capital amongst the countries. In the field of environment the subjects of concern were emissions and discharges of hazardous waste in the Baltic Sea.
