BSPC Working Group on Strengthening Cyber and Information Resilience to Promote Democracy (WG SCIRPD)
The Baltic Sea Parliamentary Conference (BSPC) established the Working Group on Strengthening Cyber and Information Resilience to Promote Democracy (WG SCIRPD) in 2025. The Group provides a parliamentary forum to address disinformation, cyber threats, and foreign information manipulation that undermine democratic processes across the Baltic Sea Region.
Its mandate is to strengthen cooperation between parliaments, exchange best practices, and develop recommendations on how to enhance cyber and information resilience, safeguard elections and media freedom, and support civic participation. The Group’s findings will be reflected in the annual BSPC Resolutions and will complement the activities of other regional organisations.
The WG SCIRPD is chaired by Meelis Kiili (Estonia), Member of the National Defence Committee of the Riigikogu and of the Security and Defence Committee of the Baltic Assembly. This ensures both organisational and substantive coordination between the BSPC and the Baltic Assembly, creating added value in addressing hybrid threats and resilience.
The mandate covers the period 2025–2027. The Group will convene regularly in different member parliaments. Its meetings provide an opportunity for in-depth exchanges among parliamentarians, experts, and stakeholders, while its interim and final reports will be presented to the BSPC Annual Conferences. These reports will inform debate and decision-making and form part of the BSPC’s wider parliamentary contribution to regional security and democratic stability.
