Recognising potential – easing the way for migrants2 Policy area coordinators• Anders Bergström (Norden Association in Sweden)• Sabine Hahn (Hamburg)Flagship – Modus OperandiFlagships –joint transnational development processes• Within the MRS framework, the collaborative processes arecalled flagships –strategic actions born to respond to macro-regional challenges, for which they gather relevantstakeholders from all levels of society.• Flagships become ”the home” for projects, chains of projects,processes, thematic groups and platforms –that togetherproduce a much higher impact on the issue.Flagship – Modus OperandiPolicy ImpactFlagshipSystem of projects, chains, processes, thematic groups...Project ChainProject Project ProjectProjectOur flagships• School to Work (S2W)• Baltic Training Programme (BTP)• Baltic Science Network (BSN)• Baltic Sea Labour Forum (BSLF)• Integration of Migrants (emerging)Development of the new Action Integration of MigrantsNew Action 5:Recognising potential –easing the way for migrantsDevelopment of the new Flagship Integration of MigrantsSocietal Challenge• Dramatically increased inflow of migrants to the European Union in 2015mostly due to the civil war in Syria and other conflicts in Africa and in theMiddle East.• Inflow reduced in 2016, however, there is reason to believe this will just be atemporary pause.• Challenge to those member states where refugees choose to seek asylum.• At the same time, many countries in the European Union struggle withdemographic situations with an ageing population and a mismatch on thelabour markets• In the Baltic Sea Region, there are examples of an open mind to migrants anda welcoming approach as well as the opposite.• More co-operation between the people and organisations entrusted with theresponsibility of integrating refugees is required.• A lot of initiatives have been launched lately and an effective system ofcollecting and making good practice available is needed.Development of the new Action Integration of MigrantsReaction of EUSBSR PA Education : New Action 5 inthe EUSBSR Action Plan was developedThis Action focuses on:• Exchange of best practices for the integration to the labour market e.g.through vocational education and training (S2W);• Exchange of best practices for increased employability, smootheningintegration into the society (S2W); and• Developing and testing methods and systems, primarily to be used bylocal actors to facilitate integration on the labour market (S2W).Development of the new Action Integration of MigrantsReaction of EUSBSR PA Education : New Action 5 inthe EUSBSR Action Plan was developedSome current questions:• The member states in the Baltic Sea Region all are in need of migrationto fill the gap due to an ageing population and in some cases emigration.• The integration of newly arrived refugees but also other foreign bornare far from smooth and fast.
