This will requireconsistent energy conservation and an improvement in energy efficiency;m to build up and make greater use of land-based wind power within theframework of national legislation or, where wind power systems are alreadyinstalled, to “repower” older systems and to support the construction ofoffshore wind power plants, while at the same time taking into considerationnaturally grown cultural areas and landscapes;= to continue to develop the potential and the technology for the use ofbiomass to generate energy, while observing absolutely strict sustainabilitycriteria. In this context, particular attention should be paid to the use oforganic residual and waste materials, which should always be given priorityover the cultivation of biomass;#5 OOO ®Page 19:The Southern Baltic Sea ParliamentaSouthern Baltic Sea Parliamentary ForumForum recommends:to step up the use of solar power systems;to make use of geothermal resources, especially in the vicinity of cities,providing that geological structures permit the cost-effective use of suchresources;to considerably increase the share of optimum-efficiency co-generation plants;to increase investments in the construction of new three-phase supplynetworks, as well as in the modernisation and expansion of existing ones, andin the integration of electricity generated from offshore and onshore windfarms; to upgrade ultra-high voltage power supply networks by addingstandardised interfaces at the network boundaries in order to increase cross-border electricity supply, to improve the security of supply and to balancevariations in the supply of electricity;Page 20:The Southern Baltic Sea ParliamentaSouthern Baltic Sea Parliamentary ForumForum recommends:to promote the development of a European ultra-high-voltage DC transmissionnetwork (UHVDC) in order to interconnect northern Europe (hydro power) andsouthern Europe (solar power) — irrespective of the frequency and phaseposition of national three-phase networks — as well as wind farms acrossEurope and in order to substantially reduce the transmission losses that occurwhen transporting alternating current over long distances;to amend energy feed schemes currently in effect and, where such schemesdo not exist, to introduce new schemes in order to comply with the EU’srequirements in terms of the scope of the use of renewable energy sources;to develop and improve investment incentives for private households as wellas small and medium-sized enterprises to modernise buildings, increaseenergy efficiency and use renewable energy sources;#5 Oe oPage 21:=Southern Baltic Sea Parliamentary Forum*, :The Southern Baltic Sea Parliamentary Forum recommends:* to increase tax concessions for the use of renewable energy sources in orderto help compensate for the steep increase in energy prices and to increase theacceptance of renewable energy sources in society;¢ to establish a more close-meshed network among existing research institutionsin the region that are focused on renewable energy sources; in addition, toStrive for the establishment of a common research centre for renewable energysources in the southern Baltic Sea region in order to bundle availablecompetencies in the field of science, research and business, to build up across-border co-operation network and to initiate measures designed to makegreater use of renewable energy sources — a centre that would also be anatural co-operation partner for institutions operating in this field at Europeanand national level.bstyPage 22:Southern Baltic Sea Parliamentary ForumThank you for your attentionOlgierd Geblewicze-mail: sejmik-obsluga@wzp.pl
