What has happened to the funds not used in 2006, 2007, 2008 and 2010, year for year?2. Has the total amount of approx. 21⁄2 million kroner not used in the period 2006-10, even though they were earmarked in the budget, been transferred to 2011 to be used in efforts to combat trafficking, or have they been transferred for other purposes?3. Who decides whether the unused funds should be transferred to efforts to combat trafficking the following year, or should be used for other purposes?4. How does the overview of the funds for combating trafficking that we were shown at the budget seminar fit with the answer to question E48/2010, where it appears that the current projects in 2010 have been allocated a total of 8,521,000 kroner?The Nordic Council of Ministers has the following answers to the questions from the Nordic Council:Questions 1 and 2The funds which the respective councils of ministers (MR-JÄM and MR-LOV, MR-S and MR-SAM) have earmarked for combating trafficking in human beings are used for projects in the Nordic countries, in the three Baltic States and in Northwest Russia. Unused funds are all transferred without any deductions to the following budget year, and no funds are transferred to other activities than efforts to combat trafficking.It is not unusual that a ‘project cycle’ stretches over a long time frame. The concrete projects for efforts to combat trafficking involve several partners across country borders and this means dealing with complex co-operation structures. It can therefore be said that, in the case of some of the projects, it has taken quite a long time from the time that the funding was earmarked for efforts to combat trafficking until the projects were worked out in detail and ready to be initiated, including selecting a qualified administrative body (project executor). Similarly, it is not unusual for the implementation of concrete projects to take up to 3 years.Question 3The respective councils of ministers which granted the funds have the sole decision on reallocation of unused funds. As regards funds earmarked for efforts to combat trafficking, these are transferred without any deduction to the following budget year.Question 4Funds for ’current projects in 2010’ cover the total funding which is granted for active projects in 2010. The funds can, for example, have been granted and the project initiated in 2009 or earlier.
