In particular, the Council of Ministers works to strengthen regional co-operation in the Nordic Region and with neighbouring countries. The objective is to promote co-ordination and co-operation across borders.The Council of Ministers’ tangible commitment is maintained partly through projects, which have been running since 2002, when the Nordic-Baltic information campaign was launched. These projects contribute to knowledge-sharing, networking and capacity-building between official bodies in the Nordic Region and neighbouring states and between official bodies and civil society/NGOs. The core areas of focus are: (1) prevention – to reduce the danger to vulnerable groups and the risk of exploitation by traffickers, (2) capacity- and competence-building at official and NGO level and (3) promoting interdisciplinary partnerships in order to enhance co-operation between social services, police and NGOs. Most of the initiatives aim, in particular, to prevent the trafficking of vulnerable children and young people.Related initiativesIn addition to promoting regional co-operation through tangible project activities listed below, the Nordic Council of Ministers has played an active role in workshops and conferences in 2010, as well as holding a series of informal dialogue meetings, particularly with the Council of the Baltic Sea States (CBSS), the WHO and IOM. Under the auspices of the Northern Dimension Partnership in Public Health and Social Well-being (NDPHS), an informal meeting is planned in spring 2011 of international organisations involved in the partnership. The idea is to share information, avoid overlap and create synergies wherever appropriate.Prevention remains an important dimension of the Council of Ministers’ work. Practical preventive activities directed at socially vulnerable youngsters also continued in North-West Russia in 2010, some of which also involve children and young people at risk of being trafficked. Work is also still being done on a practical initiative with the Government of St. Petersburg on the development of local social centres in the city, as a means of strengthening proactive social work targeting vulnerable families (DKK 1.7 million). All of these social initiatives fall within the framework of the Nordic Council of Ministers’ co-operation agreement with the Government of St Petersburg Protocol of Intent (2007). The priorities are: preventive social work, anti-trafficking work and gender equality.Appendix 1 lists projects in 2010 directly aimed at combating human trafficking. Sector programme targeting human trafficking. Budget DKK 3.93 million (MR-S/MR-SAM). This project is subject to MR-SAM and EK-S approval. Trafficking Victims’ Assistance Programmes: A Comparative Study of Residence Permits and Assistance Programmes for Victims of Human Trafficking and Prosecution of Traffickers.Budget DKK 600,000 (MR-S)The project will analyse models of co-operation between police and social organisations to determine best practice in social assistance programmes and whether these programmes will have an impact in terms of victims serving as witnesses in legal proceedings. The project is administered by FAFO (Institute for Labour and Social Research), Norway.4. “My vision – empowerment of young people". Budget: DKK 1.2 million (MR-S)An anti-trafficking project targeting at-risk teenage girls and boys in countries in the EU’s Northern Dimension Region. The project will develop new approaches and models using young people’s own resources in the development of information campaigns. The project is being implemented by NGOs in close collaboration with local authorities, and is administered by the Save the Children organisation in Denmark5. Nordic-Baltic network of women police officers with participation by Russian colleagues.Budget: DKK 1 million (EK-JÄM)The overall objective is to forge a network of serving police officers from the Nordic Region, the Baltic states and N-W Russia, who deal with human trafficking and organised crime on a day-to-day basis.6. Efforts in fighting against trafficking in human beings - a knowledge building and networking programme. Budget DKK 1.091 million (EK-JÄM)The programme is carried out in co-operation with Russian authorities to complement and reinforce on-going activities in the battle against trafficking. The overall goal is to present institutional and professional models and best practice from the Nordic countries and Russia.
